The draft plan will come before Port Macquarie-Hastings Council's meeting on Wednesday, April 17.
The recommendation seeks to place the draft Kooloonbung Creek Flying Fox Camp Management Plan on public exhibition during which the community can lodge submissions.
A further report would come back to the council with an assessment of public submissions.
The plan, once adopted, will give the council a framework for managing community impacts from flying foxes roosting along Kooloonbung Creek, while ensuring flying foxes and their ecological needs are conserved.
The council report said the draft plan followed the Office of Environment and Heritage and state legislative guidelines and contained recommendations, specific to Kooloonbung Creek, for actions based on feedback from the community to date.
Residents have repeatedly raised concerns about the flying fox colony.
The council put steps in place in August 2018 to lead to the management plan.
Meanwhile, councillors will also consider a recommendation to sign up to the Local Government NSW's campaign, Save Our Recycling, to advocate for the waste levy to be reinvested in waste avoidance, recycling and resource recovery.
The campaign seeks for the state government to reinvest the entire $727 million it collects from the waste levy each year in waste management and recycling.
Port Macquarie-Hastings Council will have paid almost $21.2 million in the waste levy from July 1, 2014 to June 2019.
The council received almost $1.5 million in contestable grants and $585,764 from the non-contestable Better Waste and Recycling Fund grant stream over the same period.
The grants assist with waste management and recycling infrastructure, programs and education.
The council meeting begins at 5.30pm on Wednesday, April 17 at the Burrawan Street council chambers.
