Preliminary planning is underway with the Department of Education as the facility will be built at Hastings Secondary College Port Macquarie Campus.
College students, Port Macquarie Clontarf Academy, other young people and the broader community will use the PCYC.
PCYC NSW chief executive officer Dominic Teakle said PCYC NSW looked forward to working with the department and the Port Macquarie community on the collaborative delivery of the project.
A detailed community consultation process will form part of the project planning, and as preliminary planning is still in the early stages, community consultation will occur in the near future.
"Community consultation is a priority for PCYC NSW," Mr Teakle said.
"For over 81 years, PCYC NSW has been at the heart of communities across the state and has reflected the activities, programs and facilities needed by each community.
"We are committed to continuing this approach as plans progress for PCYC Port Macquarie."
Mr Teakle said feedback provided would help shape plans for the new PCYC Port Macquarie and would inform the physical built outcomes of the new facility, and the activities and programs to be delivered within it.
PCYC NSW does not have a one-size-fits-all approach to service delivery.
"We pride ourselves on serving the communities in which we work by tailoring our programs and facilities to their unique needs," Mr Teakle said.
"We look forward to shaping plans in partnership with Port Macquarie young people, families, police, government and the wider community."
A development application will be submitted after the community consultation to ensure the application is reflective of community needs.
Mr Teakle said PCYC NSW had developed a strong and positive relationship with Hastings Secondary College Port Macquarie Campus and it was committed to continuing to work effectively together alongside the community to bring the project to fruition.
The state government on February 4 announced $7.5 million to establish a PCYC at the Owen Street college site.
The $7.5 million, together with financial contributions from the NSW Department of Education and PCYC NSW, will provide two indoor basketball courts, a gymnastics space, a multi-purpose performing arts centre, training areas, change rooms, shared community program spaces and a community and youth hub.
The state government's initial $2.5 million funding announcement to reinstate a PCYC in Port Macquarie dates back to 2012 but the then plan to include a PCYC in Port Macquarie-Hastings Council's expanded Port Macquarie Indoor Stadium reached an impasse in 2015.
The state government recommitted the $2.5 million in October 2017 to a PCYC on the grounds of Hastings Secondary College Port Macquarie Campus.
The $7.5 million announced on February 4 is through the state government's Regional Communities Development Fund.
Construction is expected to start in the second half of 2019.
