The major reason it's like a sewer is because there is no tidal flow.
We don't need endless inquiries.
What is needed is the lake opening up to the ocean so natural tidal interchange can occur.
So the answer is you get the biggest excavator, to dig the biggest and deepest channel from the end of the public access area to the ocean.
Obviously starting at the western end and finally breaking through to the ocean.
I'm sure someone will jump up and down saying it will ruin the environment - it's BS, the place is stuffed now.
It needs tidal interchange to get the place back to being able to support life.
Yes the channel will silt up, that's why it needs to be as big and as deep as can be reasonably done.
And in the meantime the lake will be reinvigorated, people will want to go there, and you never know you might catch edible fish
