The expansion will include 30 residential units, a cyber hub and a health and wellness centre.
The funding is part of the Federal Government's Building Better Regions fund.
National's candidate for Cowper Patrick Conaghan said the investment would create new jobs for the region.
"This is a great investment for aged care services but also across the board for Port Macquarie," he said.
"It will provide 250 jobs during the construction and many more through associated supplies of goods and services of which we estimate could be 30 jobs."
CEO of Garden Village Port Macquarie Craig Wearne said he was thrilled with the funding.
"The social benefits for the local community will be significant - greater inclusion, independence, health and wellbeing," Mr Wearne said.
The health and wellness centre will be targeted at people recovering from injury or disease.
"It will allow them to be independent rather than going into a hospital," Mr Wearne said.
Mr Wearne said the IT hub would enable communicate between family members, health practitioners and residents.
"Many families don't live locally and technology is an easy form of communication," he said.
The expansion is expected to be completed by 2021/22.
