Step one needs to be to be do not open any more coal mines or fossil fuel operated power plants worldwide.
Even this will not reduce pollution it will only maintain the status quo.
Step two has to be systematically close existing fossil fuel power plants in Australia and worldwide and replace them with hydro, sun or wind. The rate at which this is done will determine the rate at which pollution is reduced.
It is that simple. The objection is that it will cost money. The alternative is that it will cost lives.
