College Rise resident Paul Kells says he welcomes the opening of Carlie Jane Drive linking Sovereign Hills' residential developments.
The $8 million collector road covers one kilometre and travels underneath the Oxley Highway.
Mr Kells says the newly opened road will provide a safer access for residents within the development.
"For me, this new road will be a good, safe place to walk," he said.
"This link road now gives me and my neighbours an option to be able to get to Stirling Green safely.
"It will also mean that in peak times we will have a much safer way to access the Pacific Highway if we are heading south."
Mr Kells said the newly opened road would also provide better access to the town centre shopping centre once it begins operating.
Sovereign Hills developer Lewis Land Group privately funded the road project in collaboration with Port Macquarie-Hastings Council and the state government.
LLG head of development Michael Long described Carlie Jane Drive as a key road link.
"The road now connects a large and growing residential population to the new Sovereign Hills town centre," he said.
"It is also the first new section of the wider Thrumster collector road network.
"When completed this road network will provide safe and efficient travel between the residential areas, Thrumster town centre and employment lands at Sancrox Industrial and Fernbank Park."
Local contractors Hopkins Consultants and Kazac Civil designed and constructed the new road.
State treasurer Dominic Perrottet praised Lewis Land Group for the work on the Sovereign Hills development.
He said the government can do a lot of work but it is the people on the ground who also contribute.
"You are creating a great place for people to come and live," he said.
"We want places like Port Macquarie to grow and to be a great place to live and work.
"The job opportunities coming off the back of this development are enormous to the local economy."
Port Macquarie MP Leslie Williams said the Mid-North Coast is experiencing record growth through housing construction and associated infrastructure.
She congratulated LLG for having "the vision to construct such an outstanding residential development" in Port Macquarie.
Further expansion at Sovereign Hills includes the town centre development and the fourth residential precinct.
