Both the Operational Plan and the recent council community newsletter (Winter 2018) feature a photograph of the wastewater treatment plant at the corner of Koala Street and Ocean Drive.

The existing treatment plant there is hydraulically overloaded and smells most of the time. It is overloaded because of the new connections associated with urban development.
The plant's current odour problems are not planned to be addressed in council's Operational Plan and an upgrade should have been a key project for council in 2018/19.
The new treatment facility at Thrumster is only in the planning stages and will not be constructed for several years, so the current odour problems at the Koala Street plant will continue for some time.
Why wasn’t the new treatment plant planned for and built to meet the needs of the new housing developments?
Planning for infrastructure after development has occurred is not planning for the future.
What I want to know is what is council going to do to alleviate these odour issues for the residents who live near the plant now?
