Shimoda is south of Tokyo.
Hugh said he was looking forward to the trip.
"I am looking forward to the challenge. It will be a great experience for the entire group," he said.
"It will be good fun as well, and it will be great to see how surf life saving is conducted there.
"As a group, we are looking forward to the experience. And thanks to the club and especially president Peter Smith who was instrumental in organising this trip."
Hugh started with at the club as an u6 nipper and is now competing in water events including swim, ironman, board and ski as an under 19.
While exact details of the trip are yet to be provided, Hugh said the group will be sighteeing for the first few days on the trip.
The group will then visit Tokyo for more sightseeing before travelling by train to Shimoda.
"We stay in Shimoda for about nine days in total and that incldues some more sightseeing and two days' lifeguarding training," Hugh said.
"That training incldues assisting the lifeguards in their beach set up and laerning more about their processes and procedures.
"After that, we then join them as lifeguards for five days on the beach.
"We will be there for their summer and the beach we will be patrolling appears to get a number of swimmers.
"I hope we nejoy the trip and the patrolling," he said.
This is the inaugural exchange to Japan and Hugh says he hopes to see it continue for all club members' benefit.
"It's going to be a great trip," he added.
