In August 2016, Port Macquarie-Hastings Council on behalf of the Department of Industry - Lands and Water, released concept plans for the works.
The concept plans were designed to maximise the use of the breakwall which is popular for visitors and locals.
The breakwall is an asset of the Department of Primary Industries (DPI) who are supportive of the proposed plan to improve the area.
At council's May meeting, Cr Rob Turner put forward a notice calling for some action on the breakwall work.
He says urgent work is needed to repair the breakwall and implement the concept designs.
"The gap between the rocks and the pathway is widening and can be dangerous," he said.
"This was recognised some years ago when Crown Lands undertook a consultation process.
"That got everyone really excited about the plans for the breakwall and the work. Now we (council) are being asked what is happening.

"We undertook the consultation process on behalf of the department. I think it is about time to ask that the works start and we get some activity happening," he said.
Cr Turner said the council needs to ensure the breakwall remains intact.
"With a state government election pending, now is an opportune time to get something going," he added.
But a spokesperson for the department said the work was always dependent on funding.
"The proposed breakwall upgrade forms part of Port Macquarie-Hastings Council’s master plan for Port Macquarie which the Department of Industry – Lands and Water consulted on in 2016," the spokesperson said.
"The department has also recently met with council to discuss the proposed works.
"Under the master plan the department would be responsible for widening the breakwall for improved access, dependent on funding being available.
"The department will continue to consult with the council on future work as and when funding becomes available."
A key aspect of the concept design was also to ensure people with all abilities can access and use the space.
Council voted to write to the relevant minister and Port Macquarie MP Leslie Williams requesting the commencement of the priority project on behalf of the community.
