Regrettably, Ms Quadroy is oversimplifying the situation. It is not as simple as anyone getting off their bike and legislating an ‘opt-out’ system.
The current arrangements are led by the state and territory governments and are legislated by them. Any change will require consultation and agreement with the states and territories which is a complicated and time consuming process. Any changes would be some way off.
