The Office of Environment and Heritage compliance officer was killed almost 12 months ago while out on a property inspection.
Sister Fran Pearce said the seat would serve as part of the healing process for the family, including mother Coral and father Jack.
"Glen hoped to one day have a holiday home in Port Macquarie and came to the beach all the time with the dogs whenever he came back," she said. "He just loved the place. It seat now gives us somewhere to come and remember him away from the busier beaches like Town and Flynns."
Ms Pearce said many of her brother's friends were from the area, so it would also provide another location for them to remember their mate.
"It's all a part of the healing process and we now know we have a special place to hold events which we've already started. We came down here as a family for Mother's Day."
Before the chair was placed on the concrete surrounds Mr Turner's nine-year-old son Jack and 11-year-old daughter Alexandra placed their handprints on the concrete beneath the seat.
"We contacted council at the time and they were fine with it. We don't think the kids realise the importance of what they did at their age, but it will be something special for them when they look back in 40 or 50 years and know they've got something literally concrete to remember. We're lucky it's in the position which meant to much to him."
