The results, after the distribution of preferences, show Mrs Pinson gained 20,823 votes, while Rob Turner had 19,950 votes.
Five candidates contested the July 29 mayoral by-election – Sharon Griffiths, Lisa Intemann, Lauren Edwards, Peta Pinson and Rob Turner.
Mrs Pinson led her nearest rival Cr Turner by more than 3000 first preference votes at the completion of the first preference vote count.
The result came down to preferences which were distributed on August 2.
The final result, after the distribution of preferences, put Mrs Pinson 873 votes ahead of Cr Turner.
The result declaration is scheduled for Friday.
