Police said the 28-year-old woman was walking her dog across Bungarribee Road in Blacktown about 9.35pm on Saturday when they were struck by the car.
The black 2007 Black Mazda CX7 did not stop, and continued travelling in an easterly direction.
The woman was taken to Blacktown Hospital.
