Voters are divided over controversial changes to the structure of the Independent Commission Against Corruption, with roughly one-third believing they will make it stronger and another third saying it will be a weaker watchdog.

The restructure replaces the single commissioner with a chief commissioner and two part-time commissioners.
The chief commissioner and at least one other commissioner must agree before ICAC undertakes private or public hearings.
The restructure prompted Megan Latham to resign as ICAC commissioner, warning it would result in "a fundamentally weaker" organisation.
However, Bruce McClintock, SC, who has conducted two reviews of ICAC's powers has argued the changes will provide the watchdog with "a greater breadth of experience and knowledge".
A Fairfax/ReachTEL poll shows 31.6 per cent of voters believe the changes will make ICAC stronger, while 30.2 per cent say they will create a weaker corruption-fighting body.
A further 16.2 per cent believed the restructure would leave ICAC about the same and 22.1 per cent didn't know.
Legislation to overhaul ICAC passed the NSW Parliament last month and Premier Mike Baird has appointed a panel chaired by former federal court judge Roger Gyles, QC, to search for new commissioners.
The same poll reveals that NSW Treasurer Gladys Berejiklian has strong support to replace Mr Baird should he step down as Premier before the next state election.
Mr Baird has said he intends to contest the 2019 election, but when asked who they would prefer to replace him if he does not, 40.4 per cent nominated Ms Berejiklian over a selection of other senior ministers.
The next highest level of support was for energy minister Anthony Roberts at 17.6 per cent, followed by transport minister Andrew Constance at 16.4 per cent, planning minister Rob Stokes at 14.2 per cent and finance minister Dominic Perrottet on 11.5 per cent.
The poll of 1624 NSW residents was taken last Thursday night and has a margin of error of 2.8 per cent.
