Kathryn Butler presented the petition containing some 15,401 names to mayor Peter Besseling.

"I am very happy with the response," Ms Butler said.

"The petition was in play for just a few months and available in over 100 businesses.

"I had originally targeted 10,000 signatures, which attracted a few laughs, but to get over 15,000 is very impressive, including 1242 from an online effort."

Ms Butler said handing over the petition was "another step" toward an outcome.

A similar, but more advanced group in Ballina was also pressing for a tidal pool.

"We are watching that process and outcome with some interest and will keep a close eye on them," Ms Butler said.

"There are a few hurdles to get around including the Environmental Protection and Biodiversity Act. We will also have to work very closely with a number of government agencies including National Parks and Wildlife Service, Crown Lands and fisheries, who will all want to have their say."

The most logical positioning of a tidal pool would be at the southern end of Flynns Beach, although it is zoned E2 - Environmental Heritage, said Ms Butler.

"While it is a tough task, we are being optimistic and I think there is a very good groundswell of support in our favour," she said.

"A tidal pool is something that the townspeople want and need and would be a valuable asset to this community.

"A pool was approved by council back in 1991 and 1992 but it fell over because of economics and a couple of other factors."

Ms Butler said there was a small, core group of people pushing for the tidal pool while Kaye Steedman, in particular, had spent considerable time picking up signed petitions.

Port Macquarie-Hastings Council said the petitions will be included as a submission to the draft Operational Plan that is currently on exhibition.
