The project will see Ocean Drive increase from two lanes to four lanes in the three kilometre stretch of road between Greenmeadows Drive in the south to Matthew Flinders Drive.
The roundabouts at Crestwood Drive, Jonas Absalom Drive and Matthew Flinders Drive are likely to have traffic lights.
Council has received a funding promise of $10 million from the state government, which will cover the construction of the northern half from Greenmeadows Drive to Crestwood Drive.
The next steps for construction are being worked through and council has said the community will be consulted.
