PCYC NSW chief executive officer Darren Black told a public meeting that the modified design was consistent with a single management model.
A heads of agreement has been signed with the PCYC for the sole management of the expanded Port Macquarie Indoor Stadium, excluding the area currently dedicated to Port Macquarie Gymnastics Club.
A PCYC is one component of the Port Macquarie Indoor Stadium expansion project.
Mr Black said the PCYC's proposed internal changes improved visibility, accessibility and the openness of the facility.
Port Macquarie-Hastings Council rejected the PCYC's proposed design changes due to the "significant financial and reputation risk to the council" and concerns of user groups including the Port Macquarie Gymnastics Club.
Cr Justin Levido said the council had real concerns the PCYC's proposed design changes would trigger an amendment to the development approval that would need to go back to the joint regional planning panel and the council had real concerns the cost estimates were wrong.
The project includes $2.5 million from the state government for a PCYC and $2.8 million from the federal government for expanded stadium facilities.
The PCYC staged a public meeting on Thursday night at Port City Bowling Club.
About 40 people attended the meeting.
