The initial development application to build a Kmart store, specialty shops and car parking got the green light in May last year.
Kmart later lodged amended plans which have been approved by Port Macquarie-Hastings Council.
The revised plans include a slightly lower building height, removal of upper level retail on the building's roof, a slight shift in the dock opening away from the adjoining boundary with the neighbouring school and modifications of the external building finishes.
The development will be built on land fronting Warlters and Park streets. The retailer bought the land from St Agnes Parish in 2011.
Kmart general manager - property Ben Smith said Kmart planned to start building on site in 2016 and would keep the community informed about key development dates.
"At this stage, we're progressing well with the planning, however there are building requirements that we need to work through before we start on site," he said.
Kmart has more than 190 stores across Australia and New Zealand.
The nearest Kmart store is at Forster.
