Co-ordinator Gordon Toms said while there were fewer cars on the road during the winter holidays than others, the Pacific Highway roadworks could have also contributed to the low numbers.
"I think the roadworks have got everyone a little bit frightened," he said.
"Some of the people had no one at all come through in their three-hour shifts, but we know those that did come through appreciated the fact we were open.
"Now that the Kempsey service centre has opened, people stop there and then go through to Taree and Forster so there's no real need for them to stop here. We'll keep going until we're told we're no longer required."
Mr Toms said the middle weekend of the holidays would be the quietest of the three weekends the centre is opened.
"We could open every day if we had customers and we'll probably get 800 this middle weekend and hopefully 1200 on the last weekend which will take us near the 3000 we were expecting over the entire 12 days," Mr Toms said.
"I don't think we'll get there, but they might surprise me."
The Driver Reviver Centre is off the Pacific Highway north of the turn-off to Cassegrain Wines.
