Country Rugby League, on behalf of the Mustangs have approached Group 3 suggesting both under 18s and women's league tag are allowed to play in the competition.
Previously against the idea, secretary of the Mustangs Bruce Cain said the club was open to the suggestion if Group 3 allowed it.
"There are a lot of things to think about at the same time though," he said.
"Like, will we be allowed to have home games because the gate takings are the major fundraiser for clubs.
"At this stage there is no talk about rejoining Group 2.
"We are just waiting to hear back from Group 3 and CRL."
Group 3 secretary Barrie Smith said the organisation had received the query and was awaiting feedback from its affiliated clubs.
But Smith warned the signs were not positive for the Mustangs.
"You must keep in mind that Kendall approached us for a similar set up but it was declined because the rules state clubs must have three teams in the competition including a first grade side," he said.
