The black Holden was allegedly detected travelling north on the Pacific Highway at 157 kilometres per hour through an 80 km/h roadworks zone at 6.45am.
Police had to abandon the pursuit because of safety fears near Cooperabung, but found the car crashed into a fence on Barrys Creek Road shortly after.
The 16 year old driver who had never held a licence was found near the car, arrested and taken to Port Macquarie Police Station.
He was charged with police pursuit, take and drive conveyance without consent of owner, negligent driving and exceeding the speed by more than 45 km/h.
He was bail refused by Parramatta Children's Court on Monday and will appear in Port Macquarie Children's Court on Wednesday.
