The youngster from Bulli started with a solid 8.17.
His opposition in the form of Mickey Mcdonagh, Caleb Tancred and Jay Brown could not close the early gap and Miller held on for the win.
All four have qualified for the upcoming Australian Junior Titles in Western Australia later in the year.
Kirra-Belle Olsen took out a tight battle against Bodhi Leigh-Jones to win the under-14 girls.
Cedar Leigh-Jones has proved she is the future of surfing taking out her second consecutive NSW Junior Titles winning the under -2 girls final.
