A pedestrian noticed smoke coming from underneath the Presbyterian Church hall on Table Street just before 2pm.
He called emergency services and then dragged the burning bedding material out, and extinguished it himself.
"He really did an excellent job, and we didn't need to do much more," deputy captain Damian Buchtmann said.
Fire fighters took more mattresses, blankets and doonas out from under the hall to reduce the chance of another fire.
Police and the building's owners were notified of the fire, deputy captain Buchtmann said.
"They will be taking actions to ensure people who have been sleeping there are no longer able to."
The hall did not appear to be damaged.
