Two ambulances were called to the Coffs Harbour airport about 7am following reports of the hard landing.
A NSW Ambulance spokeswoman said the two men were taken to hospital for further assessment but it is understood their injuries were minor.
Fire and Rescue crews feared the chopper could erupt after the fuel tank was damaged when it hit the ground.
The southern end of the airport is open to commercial air traffic while the northern end, near the aerodrome, is closed, police said.
Australian Transport Safety Board representatives will investigate the incident.
