Gavin Langdown was killed when the car he was driving left the road and smashed into a tree along Blackmans Point Road in July.
A memorial and plaque was set up in memory of the 18-year-old at the accident site.
His sister Adele Langdown was furious at the unknown offender who defaced and destroyed the memorial dedicated to her brother.
She said two months ago when the floods hit the area she was buoyed by the kindness of a stranger who went out of their way to cover the memorial and protect it from the driving rain.
Only a matter of weeks later the memorial was destroyed.
"We went from having this unbelievable feeling of appreciation to this unknown person who went out of their way to cover the memorial, to coming here and seeing it completely destroyed," she said.
"They even went out of their way to lift up huge sandstone that was cemented into the ground. It's just amazing how there are some really kind people out there, and then people who are not caring at all."
Instead of focusing on the negative, Mrs Langdown said she would rather take the opportunity to show her appreciation to the person responsible for doing their best to protect the site from the heavy rain.
"I actually went down there afterwards and left a note thanking the person responsible for what they did," she said. "It was such a kind act, unfortunately it was followed up by the senseless destruction."
