But some roads remain closed because of the flooding, including the Pacific Highway between Grafton and the Iluka turn-off.
Motorists travelling between Grafton and Ballina still need to use Summerland Way and the Bruxner Highway via Casino. This will add around an hour to the trip.
Only local residents should use the Pacific Highway between Ballina and the Illuka turn off, and heavy vehicles travelling to Queensland are advised to take the New England Highway.
The following roads also remain closed in both directions:
The Gwydir Highway about 70 kilometres west of Grafton at Jackadgery due to a landslip
Tweed Valley Way between Leddays Creek Road and the Pacific Highway at Chinderah
The Carnavon Highway between Garah and Mungindi
The Ulmarra and Lawrence ferry services are still not operating.
The Newell Highway is open on the NSW side of the border at Goondiwindi.
In Sydney, Stony Creek Road remains closed at the Causeway at Shanes Park.
